Sure, you’ve heard of events or parties hitting capacity, so no one else is allowed in; or when Twitter is over capacity, you cant log on. What happens when the prison can no longer hold enough inmates; do you not allow anymore criminals in? Well, the U.S. Supreme Court came to a 5-4 decision this week of decreasing the prison population by about 25 percent; that calculation equates to about 33,000 inmates.
